Biography

Senior Judge. Born in New York. Received a Bachelor of Arts degree, summa cum laude, from Yale College, a Master of Arts in Classics from Clare College, Cambridge University, and a Juris Doctor from Yale Law School. Prior to appointment to the Court served as a Law Clerk to Judge Malcolm R. Wilkey of the U.S. Court of Appeals for the D.C. Circuit, and as a Law Clerk to Justice Harry A. Blackmun of the U.S. Supreme Court; worked for the Department of Justice as Tax Assistant to the Solicitor General and as Deputy Solicitor General; was a Partner with Caplin & Drysdale, Chartered; and was the Director, Graduate Tax & Securities Programs, at Georgetown University Law Center. Former professor at Georgetown University Law Center, George Washington University Law School, and the University of Virginia Law School. Appointed by President Obama as Judge of the United States Tax Court; sworn in on January 31, 2013, for a term ending January 30, 2028. Assumed senior status on January 1, 2020, and continues to perform judicial duties as Senior Judge on recall.
