Senior Judge. Born in Kentucky. B.S., cum laude, Xavier University, 1972; J.D., University of Kentucky, College of Law, 1975, Order of the Coif. Admitted to Illinois and Kentucky Bar, U.S. District Court for the Northern District of Illinois (Trial Bar), U.S. Court of Federal Claims. Trial Attorney, Chief Counsel's Office, Internal Revenue Service, New Orleans, LA, 1975-1980. Senior Trial Attorney, Chief Counsel's Office, Internal Revenue Service, Cincinnati, OH, 1980-85. Special International Trial Attorney, Chief Counsel's Office, Internal Revenue Service, Cincinnati, OH, 1985-1988. Partner, Law Firm of Mayer, Brown, Rowe & Maw, Chicago, IL, 1988 to 2003. Appointed by President Bush as Judge of the United States Tax Court; sworn in on April 22, 2003 for a term ending April 21, 2018. Assumed senior status on April 21, 2018 and continues to perform judicial duties as Senior Judge on recall.
